Quantity Surveyor At Harmony Garden And Estate Development Limited

THE OPPORTUNITY

• The successful candidate will be responsible for planning, monitoring and controlling project costs from project inception through construction and final completion, ensuring that Company resources are utilised efficiently and projects are delivered within approved budgets without compromising quality or safety.
• The Quantity Surveyor will report operationally to the Construction Project Manager and work closely with the Director of Construction, Project Managers, Procurement, Finance, Site Engineers, Architects, contractors and other relevant stakeholders.

KEY RESPONSIBILITIES

Cost Planning & Estimation

• Prepare preliminary and detailed cost estimates for construction projects.
• Develop project cost plans and budgets.
• Analyse construction cost risks and identify potential areas of financial exposure.
• Support project teams in financial planning and cost forecasting.
• Provide accurate cost information to support project decision-making.

Quantity Measurement & Bills of Quantities

• Prepare, review and update Bills of Quantities (BOQs).
• Measure construction works accurately and maintain proper quantity records.
• Verify quantities of completed works.
• Prepare and review interim valuations and final accounts.
• Ensure measurements are supported by appropriate site records and documentation.

Cost Control

• Monitor actual project expenditure against approved budgets.
• Track project costs and identify variances.
• Analyse cost overruns and recommend corrective actions.
• Monitor material usage and construction costs.
• Maintain accurate project cost forecasts.
• Prepare periodic cost performance reports.
• Support the Project Manager in maintaining strict financial discipline across assigned projects.

Contract Administration

• Review construction contract documents and commercial terms
• Monitor contractor compliance with contractual obligations
• Review and evaluate contractor payment claims.
• Assess variation orders and change requests.
• Prepare payment valuations and recommendations in collaboration with the Finance Department.
• Support the preparation and reconciliation of final project accounts.
• Maintain proper contractual and commercial documentation.

Value Engineering

• Identify opportunities to reduce project costs without compromising quality, functionality or safety.
• Evaluate alternative materials, construction methods and technical solutions.
• Recommend cost-effective alternatives to the project team.
• Support optimisation of project designs and construction costs.
• Promote efficient utilisation of Company resources.
• Financial & Commercial Reporting
• Prepare Weekly Cost Monitoring Reports.
• Prepare Monthly Cost Performance Reports.
• Conduct Quarterly Budget Reviews.
• Prepare project cost forecasts and variance analysis.
• Maintain accurate and up-to-date project cost records.
• Prepare Final Project Cost Reports upon completion.

WHAT WE ARE LOOKING FOR

We are seeking a commercially astute Quantity Surveyor with strong technical knowledge and practical experience in construction cost management.

The ideal candidate should have:

• 5 - 8 years of relevant Quantity Surveying experience
• A strong background in building construction, residential development and/or infrastructure projects.
• Proven experience preparing and managing Bills of Quantities (BOQs).
• Strong knowledge of construction measurement and valuation.
• Demonstrable experience in project cost estimation and budgeting.
• Strong experience monitoring construction expenditure and controlling project costs.
• Experience in contract administration and contractor payment valuations.
• Good understanding of construction contracts, variations and change orders.
• Strong value engineering and cost optimisation skills.
• Ability to identify cost risks and recommend practical corrective measures.
• Strong knowledge of construction materials, methods and associated costs.
• Excellent analytical, numerical and problem-solving abilities.
• Strong attention to detail and accuracy.
• Excellent documentation and reporting skills.
• Ability to work effectively with Project Managers, Engineers, Procurement, Finance, contractors and consultants.
• High levels of integrity, accountability, commercial awareness and professionalism.

• The Quantity Surveyor will be measured primarily on:Cost Control - Keeping project expenditure within approved budgets.Budget Accuracy - Accuracy of project estimates, forecasts and cost plans.Quantity Measurement - Accuracy of BOQs, measurements, valuations and quantity records.Contract Administration - Timely and accurate processing of contractor valuations, variations and contract documentation.Value Engineering - Identification and implementation of approved cost optimisation opportunities.Cost Variance Management - Early identification and reduction of project cost variances.Financial Reporting - Timely and accurate submission of project cost reports.Documentation - Accuracy, completeness and proper maintenance of project commercial records.
