Duties and Responsibilities:
Duties and Responsibilities entail
Develop and deliver courses that ensure adherence to the provisions of the Legal notice 233 of November 2018, Merchant Shipping Act, 2009 (No. 4 of 2009) and any other international Conventions and national legislation relating to training in the maritime industry;
Co-ordinate the implement of policies relating to training in maritime affairs and promote the integration of such policies into the national development plan;
Develop and deliver courses on Oversee matters pertaining to the training of cargo handling equipment operators and port operations and logistics;
Plan, monitor and evaluate training programs to ensure conformity with international maritime standards;
Facilitate issuance of Certificates of Competency and Certificates of Proficiency
Develop of quality training standard systems and periodical independent evaluation as to meet International Maritime requirements;
Implement curricula for maritime transport logistics in collaboration with relevant government agencies and other stakeholders;
Promote the maritime transport logistics, port operations, and safety training programs;
Initiate and develop and review of policies, strategies and plans;
Prepare, implement and monitor of the Department's budget;
Oversee staff development function of the Department;
Handle of the Department's disciplinary matters;
Supervise, guide and appraise staff in the Department;
Oversee examination and certification processes;
Oversee Implementation of training programmes according to the set syllabus;
Coordinate trainee assessment;
Participate in curriculum development;
Supervise and mentor Trainers; and
Maintain Records and evidence of assessments.
Required Qualification
For appointment to this grade, a staff must have: -
At least a minimum of fifteen (15) years' work experience five (5) of which must have been in a management position.
Bachelor's Degree in any of the following; Maritime Transport and Logistics, International Freight Management, Maritime Law and Policy, Shipping Management and Logistics, Port Management, Clearing and Forwarding, Maritime/Business Management or equivalent qualification from a recognized Institution.
Master's degree in any of the following; Maritime Transport and Logistics, International Freight Management, Maritime Law and Policy, Shipping Management and Logistics, Port Management, Clearing and Forwarding, Maritime/Business Management or equivalent qualification from a recognized Institution.
Leadership course lasting not less than four (4) weeks from a recognized institution.
Qualifications in accordance with STCW 78 of the conventions amended, such as Certificate of Competence (CoC) Chief Engineer (III/2) or Master Mariner (II/2) and approval by Kenya Maritime Authority would be an added advantage.
Understand the mandate of Academy and its role in realization of the National Development Agenda.
Membership to a relevant professional body.
Proficiency in Computer Applications.
Fulfil the requirements of Chapter Six (6) of the Constitution.
