The Site Engineer is responsible for supervising and coordinating OSP construction activities, including route surveys, trenching, duct laying, pole erection, fibre installation, splicing and testing, to ensure compliance with approved designs, quality standards and EHS requirements. The role monitors site progress, manages contractors, manpower and materials, resolves technical and community-related issues, conducts quality inspections and fibre testing, maintains accurate site documentation and supports network fault restoration and timely project delivery.
Job Responsibilities:
Carry out route surveys and site surveys for OSP projects; collect and verify field data such as existing pole lines, ducts, manholes, crossings and obstacles to support design and drawing preparation.
Review construction drawings, design documents and Bill of Quantities (BOQ) before site works; identify discrepancies and raise technical queries to the engineering team in a timely manner.
Supervise day-to-day construction activities at assigned sites including trenching, duct laying, pole erection, cable laying, splicing, termination and restoration works to ensure compliance with approved designs and specifications.
Conduct quality inspections and site acceptance tests on completed works; verify installation against technical standards, record non-conformances and drive corrective actions to closure.
Perform and witness fiber optic testing using OTDR, optical power meters, fusion splicers and light source equipment; analyze test results and prepare test reports for acceptance.
Ensure strict EHS compliance on site: enforce use of personal protective equipment (PPE), safe working procedures; immediately report and address safety hazards.
Coordinate with OSP contractors, subcontractors and work crews on daily execution; track site progress, manpower and material consumption, and communicate any deviations or constraints.
Verify material deliveries against project requisitions, control wastage, and maintain site-level material and equipment records.
Manage communication with local communities, property owners and relevant authorities regarding site access, wayleave and community issues; minimize disputes and disruptions to work.
Prepare and maintain site documents, including daily site reports, as-built records, measurement books (MB), progress photos and handover documentation.
Support troubleshooting and restoration of network faults within the assigned region, including emergency call-outs when required.
Report site progress, issues and risks to the Regional Manager and support the project team in achieving milestones and acceptance targets.
Requirements:
Diploma or Bachelor's degree in Telecommunications, Electrical/Civil Engineering or a related field.
At least 3 years of hands-on experience in outside plant (OSP) construction, site supervision or network roll-out; experience in Nigeria or other African markets is an advantage.
Solid technical knowledge of OSP installation methods aerial (pole line), underground (duct & manhole), direct burial, and fiber optic cabling with the ability to read and interpret construction drawings.
Proficiency in fiber optic testing and splicing techniques using OTDR, optical power meter, fusion splicer and associated tools; good fault-diagnosis and troubleshooting capability.
Good understanding of quality control, EHS standards and Nigerian telecom construction regulations; familiar with site acceptance procedures and as-built documentation.
Strong organizational and coordination skills to manage subcontractors, multiple sites and daily schedules.
Fluent in English (working language) with clear verbal and written reporting skills; ability to communicate in local languages (Hausa, Yoruba, Igbo) is a plus.
Computer literacy in Office (Excel, Word, PowerPoint) and familiarity with CAD or google mapping tools is preferred.
Willing to work in the field for extended periods, travel across different sites within the region, and handle physically demanding site environments.
