Consultant To Produce Explainer Video On The Civic Space In Nigeria

Global Rights

nigeria

full-time

Scope: Consultant to Produce Explainer Video on the Civic Space in Nigeria Location: Abuja, Nigeria/RemoteApplication Close: October 28, 2026 Global Rights is an international human rights and governance capacity-building non-governmental organization. We work with local activists in Africa to promote and protect the rights of marginalized populations. For more than 30 years, we have worked to build the capacity of underserved communities in Nigeria and build platforms for participatory governance, working on a wide range of cross cutting issues including: women’s rights, access to justice, natural resource governance, climate change and human rights; civic space strengthening; and security and human rights. Global Rights works at the intersection of the protection, promotion and fulfilment of human rights through good governance. Mandatorily, women’s rights, access to remedies, and disabilities issues, are focal threads woven through the fabric of all our programs. Background Nigeria’s civic space is facing growing pressure from legal, regulatory and administrative measures that risk restricting the ability of civil society organizations (CSOs), human rights defenders, journalists and citizens to operate freely, organize collectively, and hold public institutions accountable. While regulation is necessary to promote transparency and accountability, the use or expansion of regulatory powers in ways that undermine freedom of association, expression and peaceful assembly raises serious concerns about the protection of fundamental rights and the sustainability of democratic participation. These concerns are heightened by existing legal frameworks and proposed legislation that could expand government oversight of civil society, impose additional obligations on organizations, or create opportunities for arbitrary restrictions on their activities. The Companies and Allied Matters Act (CAMA) 2020, particularly provisions relating to the regulatory powers of the Corporate Affairs Commission (CAC) over incorporated trustees, has been the subject of legal contestation over the limits of regulatory authority and the autonomy of civil society organizations. More recently, proposed legislation, including the Foreign Aid Bill, has generated concerns about the potential implications of increased state oversight of foreign funding, organizational independence, and the ability of CSOs to carry out legitimate human rights and governance work. Beyond the provisions of individual laws and bills, the cumulative effect of restrictive legal and regulatory measures can create an environment in which civil society organizations face uncertainty, increased compliance burdens, and potential interference in their operations. Such an environment may discourage civic participation, weaken independent advocacy, constrain access to resources, and limit the ability of marginalized communities to organize and seek redress. These risks have particular implications for organizations working on accountability, human rights, gender equality, natural resource governance, and the protection of vulnerable and underserved populations. As part of Global Rights' broader efforts to strengthen civic space and promote informed public engagement, Global Rights is producing a new edition of its We No Go Gree video series, using ongoing legal and policy developments as an entry point to examine the broader challenges facing civic space in Nigeria. The episode, We No Go Gree 104, will explore how existing laws and proposed legislation may affect the operating environment for civil society, the constitutional rights of citizens, and the ability of organizations to contribute to democratic governance and public accountability. The CAMA litigation, undertaken by Global Rights in partnership with the Network of University Legal Aid Institutions (NULAI) Nigeria, will serve as one illustrative example of the legal and constitutional questions arising from the regulation of civil society. The video will translate complex legal and policy issues into accessible, engaging content for a wider public audience. It will be published on Global Rights’ YouTube channel and repurposed into shorter clips for dissemination across its social media platforms, with the aim of raising awareness, encouraging informed public discussion, and strengthening public understanding of the importance of protecting civic space in Nigeria. Goal To increase public awareness and understanding of the CAMA litigation and its implications for civic space, civil society organizations, and the regulatory environment in Nigeria through accessible and engaging digital media content. Objectives To explain the CAMA litigation and the specific legal and regulatory issues under consideration in accessible language. To increase public understanding of how the regulation of incorporated trustees and CSOs affects civic space and civil society operations. Promote informed public discussion on the constitutional limits of regulatory powers and the protection of civic space. Scope of Work Develop a concept, narrative and script for the episode in consultation with Global Rights. Explain the CAMA regulatory framework and the broader questions it raises about the powers of regulatory authorities and the autonomy of civil society organizations. Explore wider civic-space issues, including the implications of proposed legislation such as the Foreign Aid Bill. Produce a video (We No Go Gree 104) using a presenter-led format supported by infographics, text overlays and other visual elements, as well as shorter clips for social media distribution. Identify and engage a suitable influencer or content creator with a relevant audience to present the video. Key Issues to Be Addressed The video should address the following questions: The regulatory framework established by CAMA 2020 for NGOs in Nigeria. The powers of regulatory authorities under CAMA and the implications for the independence and autonomy of civil society organizations. The implications of existing and proposed legislation, including the Foreign Aid Bill, for civil society. The broader implications of restrictions on civic space for citizens’ participation, freedom of association and the ability to hold public institutions accountable. Expected Deliverables An approved script for the video Identification and engagement of a suitable influencer or content creator to present the episode One completed We No Go Gree 104 video not exceeding 10 minutes Short clips adapted from the video for social media distribution Timeline 3 weeks Reporting Line The consultant will report directly to the Executive Director or the designates. Intellectual Property Rights All intellectual property rights arising from the consultancy will be the property of Global Rights. In particular, the consultant will obtain informed consent from all participants before collecting any data and will ensure that data is stored securely and only accessible to authorized personnel. Expected Qualifications: Proven experience in narrative video and documentary production.
