RFQ/328/2026/GAH/ROAS Event management for the third Meeting of the Joint Technical Committee of the PWP – Kurdistan Region of Iraq Duhok, Iraq 14 - 15 October 2026 Background and Context: The PROSPECTS Partnership (Partnership for Improving Prospects for Host Communities and Forcibly Displaced Persons) was launched in 2019 by the Government of the Kingdom of the Netherlands. The Partnership brings together the International Labour Organization (ILO), the International Finance Corporation (IFC), UNHCR, UNICEF and the World Bank to deliver complementary interventions in education, skills development, employment and protection. PROSPECTS is implemented across eight countriesEgypt, Ethiopia, Iraq, Jordan, Kenya, Lebanon, Sudan and Uganda. The current Phase II of the Partnership covers the period 2024–2027. Iraq has experienced decades of conflict, instability and governance challenges that have affected infrastructure, institutional capacity and access to quality public services. Despite ongoing reconstruction and stabilization efforts, substantial development needs remain, particularly among refugees, internally displaced persons (IDPs) and vulnerable host communities living in remote and underserved areas. Within this context, PROSPECTS supports the implementation of the Employment-Intensive Investment Programme (EIIP) in Iraq. The EIIP approach promotes the use of local labour and locally available resources in infrastructure development and rehabilitation, while creating decent employment opportunities and strengthening local institutional capacity. Under PROSPECTS Phase I, EIIP interventions implemented in Duhok and Nineveh Governorates generated more than 82,000 working days, while integrating decent work principles into infrastructure development. Between 2021 and 2025, EIIP activities in Duhok focused primarily on green infrastructure interventions, including the rehabilitation of irrigation systems, land restoration, afforestation and solid waste recycling. These initiatives contributed to environmental sustainability, climate change mitigation and improved livelihood opportunities for refugees, IDPs and host communities. Under PROSPECTS Phase II, the ILO is supporting the implementation of a Public Works Programme (PWP) in the Kurdistan Region of Iraq, using the EIIP approach. As part of this process, a Joint Technical Committee (JTC) has been established in coordination with the ILO and the Ministry of Planning. The JTC provides a technical platform for relevant government institutions and stakeholders to contribute to the development and institutionalization of the PWP within government structures. The Committee also supports technical coordination, reviews progress in ongoing EIIP projects, provides technical guidance where relevant, and facilitates the exchange of lessons learned and practical experiences. The 3rd meeting of the Joint Technical Committee will provide an opportunity to review progress in the implementation of the PWP and ongoing EIIP projects, discuss technical and institutional matters, and undertake field visits to selected EIIP interventions in Duhok and Zakho. Purpose of the Assignment: The purpose of this assignment is to engage a qualified service provider to organize and manage the logistical arrangements for the 3rd Meeting of the Joint Technical Committee of the Public Works Programme (PWP), to be held in Duhok on 14 October 2026, as well as provide transportation and related logistical support for the associated field visits to selected EIIP project sites in Duhok and Zakho from 13–15 October 2026. The meeting will be attended by a maximum of 24 participants. The selected service provider will be responsible for planning and coordinating all required event logistics, including, but not limited to: Meeting venue arrangements; Accommodation for eligible participants; Transportation services; Lunches, coffee breaks and refreshments; Conference equipment and audio-visual services, including a 75-inch Smart LED screen; Printing and meeting materials; Stationery for participants; Event signage and visibility materials; Registration and attendance management; and Other logistical requirements specified in the scope of services and the BOQ below. The meeting will bring together representatives of the Kurdistan Regional Government (KRG), relevant ministries, governorates, technical directorates, development partners and other key stakeholders involved in the PWP and EIIP. Objectives of the Meeting: The specific objectives of the meeting are to: Review progress in the implementation of the Public Works Programme and ongoing EIIP projects in the Kurdistan Region of Iraq. Discuss technical and institutional matters related to the implementation and further development of the PWP. Collect technical feedback, comments and recommendations from government institutions and relevant stakeholders to support the practical application and institutionalization of the PWP and relevant EIIP technical guidance. Share lessons learned and practical experiences from ongoing EIIP interventions. Conduct field visits to selected EIIP project sites in Duhok and Zakho to facilitate practical learning and exchange among members of the JTC. Conditions that must be met in the hall: The halls should have enough space for sitting, including registration table at the entrance, per each day The hall should have easy access to a minimum of 2 toilets The hotel should have full considerations for disability access The Hall should be sufficiently bright with good light and air conditions. The hotel shall arrange for fully functional electronic and audio-visual equipment and workshop materials (such as banners and/ or flags banners, data shows, wireless microphones, audio systems, teleconference equipment, etc.) Flipcharts with stands, whiteboard with paper, and markers Meeting signage includes company logo to guide your guests. 4-star hotel and they must be approved by UNDSS. Room on ground floor or higher (not basement floor) Meeting room picture required to be attached Free Wi-Fi internet connection in the meeting room. Pens and notepads per participants. Coordination The company will liaise and report to Ms. Gashaw Shareef, shareef@ilo.org, Mr. Miran Bakragha at bakragha@ilo.org, and Marina Rai at marina@ilo.org Payment According to the ILO policy, the payments of services are performed 30 days after receipt of service. The payment schedule will consist of a single payment, issued after the completion of the service and upon receipt of the invoice and required documents from the supplier, in line with ILO's satisfaction with the service. Means of payment: the payment will be paid via wire transfer to the designated bank account of the supplier. Important Notes: The supplier will be billed to ILO based on the actual number of participants and service.
