Key Roles & Responsibilities
PMO Governance and Portfolio Support:
- Support the implementation, administration and continuous application of PMO policies, procedures, project delivery frameworks and governance standards.
- Maintain PMO registers, including project portfolios, project status, risks, issues, decisions, management actions and lessons learned.
- Coordinate project governance meetings, portfolio reviews, stage-gate reviews and executive reporting sessions.
- Prepare meeting agendas, review materials, record decisions and track management actions through to closure.
- Review project documentation for compliance with approved PMO procedures, governance requirements and stage-gate deliverables.
- Support the consolidation of project-level information into integrated portfolio reports for the Group Project Management Executive and senior management.
- Identify missing information, overdue submissions, unresolved actions and potential governance non-compliance, escalating matters to the PMO Lead as appropriate.
- Support the preparation of executive presentations, project performance summaries and briefing materials for management and Chairman-level reviews.
Project Execution and Technical Coordination:
- Facilitate coordination between engineering, procurement, construction, installation, commissioning and supporting functions to support integrated project execution.
- Monitor the status of key project deliverables, technical submissions, approvals, interfaces and stakeholder commitments.
- Coordinate the collection and verification of project execution information from Project Managers and functional leads for PMO review.
- Review project execution plans, engineering deliverables, construction methodologies, commissioning plans and other project documentation for completeness, consistency and alignment with approved project requirements.
- Support project mobilization, start-up, readiness reviews and execution planning activities.
- Monitor the status of critical interfaces between project teams, clients, subcontractors, vendors, regulatory authorities and other stakeholders.
- Facilitate the identification and escalation of execution constraints, unresolved technical issues, resource requirements and interdepartmental dependencies.
- Support project change management administration, including maintaining change registers, tracking approvals and ensuring relevant documentation is available for review.
- Assist Project Managers in coordinating recovery actions and resolving cross-functional issues, without assuming responsibility for execution decisions or delivery commitments.
Business Development and Tender Support:
- Support the preparation, coordination and review of technical and commercial proposals, tenders, expressions of interest and pre-qualification submissions.
- Coordinate inputs from engineering, procurement, construction, commercial, HSE, quality and other relevant functions to ensure complete and timely bid submissions.
- Assist in developing project execution strategies, technical methodologies, preliminary execution plans, project organization structures and mobilization approaches for new opportunities.
- Support the development of preliminary project scope breakdowns, execution assumptions, deliverables and interface requirements for tender submissions.
- Coordinate the preparation and review of bid schedules, resource requirements and execution assumptions with the responsible project planning and estimating functions, without undertaking project controls activities.
- Maintain bid, tender and opportunity registers, including submission deadlines, responsibilities, status, decisions and outcomes.
- Coordinate bid review meetings, technical clarification sessions, tender risk reviews and approval workflows.
- Support market intelligence gathering, client opportunity tracking and preparation of management briefing materials.
- Capture feedback from submitted bids and awarded or unsuccessful opportunities to support continuous improvement in the Group's bidding and project delivery approach.
Project Performance Monitoring and Management Reporting:
- Collect and consolidate project performance information from Project Managers, functional leads and approved project information systems for PMO review.
- Review submitted project reports for completeness, consistency, supporting evidence and alignment with established PMO reporting requirements.
- Maintain visibility of project milestones, key deliverables, critical issues, outstanding decisions, resource constraints and management commitments.
- Compare reported project status with supporting documentation and available evidence, identifying discrepancies for resolution by the responsible Project Manager or functional lead.
- Prepare concise project status summaries highlighting key achievements, outstanding deliverables, material risks, unresolved constraints and management decisions required.
- Support the preparation of integrated project and portfolio dashboards in collaboration with the responsible reporting, digital and project controls teams.
- Track the status and effectiveness of agreed recovery actions, management interventions and commitments.
- Escalate material variances, unsupported status claims, overdue actions and emerging delivery concerns to the PMO Lead.
- Support the development and implementation of standardized project reporting templates, evidence requirements and reporting protocols.
Project Documentation and Information Management:
- Support the implementation of project documentation and information management standards across the project portfolio.
- Maintain and monitor the completeness of PMO records, including approved project documents, governance submissions, meeting records, decisions and management actions.
- Coordinate with Document Control to ensure project documentation is appropriately registered, reviewed, approved, distributed and archived.
- Support document readiness reviews for stage gates, project mobilization, construction, commissioning and project close-out.
- Facilitate access to relevant project information for PMO reviews, management reporting, audits and lessons-learned activities.
- Support the development of structured project knowledge repositories and the consistent application of document naming, version control and information retrieval standards.
Continuous Improvement and Digital PMO Initiatives:
- Support the review and improvement of PMO procedures, governance processes, reporting standards and project delivery practices.
- Participate in project close-out reviews, lessons-learned workshops and post-project evaluations.
- Capture and categorize lessons learned, recurring delivery issues, execution challenges and improvement opportunities.
- Support the standardization of project execution templates, governance checklists, technical review tools and reporting formats.
- Assist in the implementation and adoption of digital project management systems, collaboration platforms, document management tools and AI-enabled PMO applications.
- Identify opportunities to improve efficiency, consistency and quality of PMO coordination, reporting and information management activities.
- Support the development of practical guidance, procedures and knowledge materials for Project Managers and project teams.
- To provide technical, coordination, governance and business delivery support to the Group Project Management Office (PMO) across the project portfolio and business development activities.
- The Project Engineer will support the implementation of PMO standards and governance requirements, facilitate coordination across project teams and functional departments, monitor the status of project deliverables and commitments, and provide reliable, evidence-based information to support management oversight and decision-making.
- The role will also support the preparation and review of technical and commercial proposals, project execution strategies, and mobilization plans for new business opportunities.
Requirements
Competencies (Skills, Experience, and Knowledge):
- Bachelor's Degree in Engineering, preferably Mechanical, Civil, Electrical, Instrumentation or a related engineering discipline.
- Minimum 5 years of relevant experience in project engineering, project execution support, PMO coordination or project management within EPC, EPCIC, oil and gas, pipeline construction, energy, infrastructure or industrial projects.
- A postgraduate qualification in Project Management, Engineering Management or Business Administration would be an advantage.
- Professional certification in project management, such as PMP, PRINCE2 or CAPM, is desirable.
- Training or certification in contract management, project execution, risk management or quality management would be an advantage.
