Programme Officer, Senegal The starting salary package for this position is 34,580 GBP, including all allowances. This is a fixed-term role for 6 months with a possibility of extension. This is an unaccompanied post. About MAG: MAG (Mines Advisory Group) is an international humanitarian organisation based in Manchester, UK, and working in 32 countries. We remove landmines and unexploded ordnance to release safe and productive land for communities, and work to reduce the threat of armed violence by supporting governments to safely manage weapons and ammunition. In 1997, MAG was a co-recipient of the Nobel Peace Prize for our work campaigning for the Anti-Personnel Mine Ban Convention. About the role: Reporting to the Country Director, you will provide direct support to the Country Director in the effective management and implementation of MAG’s programme in Senegal. The role will support grant and project management, donor reporting and proposal development, project monitoring including the follow-up of results and indicators, and internal and external programme communications and visibility. The Programme Officer will work across the programme to ensure that project information is accurate, up to date and clearly communicated, and will contribute to the effective delivery and continued development of MAG’s activities in Senegal. About the Senegal programme: MAG has been working in Senegal since 2014, initially supporting the Senegalese Armed Forces with safe destruction of obsolete ammunition, secure storage, and capacity-building. Since 2021, MAG has expanded into Humanitarian Mine Action in Casamance, at the request of the National Mine Action Centre (CNAMS). In Casamance, MAG supports CNAMS through training, strengthening information management systems, and conducting non-technical surveys and risk education to better understand contamination and raise awareness among affected communities. Casamance remains contaminated with mines and explosive remnants of war, limiting access to land and livelihoods. Through the new CLEAR-Casamance project, MAG will reduce these risks, release safe land, and restore access to productive areas. This will support recovery, enable displaced families to return safely, and contribute to lasting peace and stability in the region. Responsibilities: Grant management & monitoring Provide day-to-day monitoring of grants and contracts according to work plans agreed by the CD. Support the CD to ensure effective grant management and the timely preparation and submission of donor reports. Provide timely and accurate information and analysis on current grant and proposal status, as required by the CD and MAG HQ. Maintain up-to-date grant management tools, including reporting deadlines, key deliverables and donor requirements. Support the CD in ensuring that donor contractual requirements and commitments are understood and followed by relevant programme teams. Coordinate with relevant programme, finance and operations colleagues to ensure that information required for grant management and reporting is available and submitted on time. Assist the CD in monitoring contracts and MoUs, including those with local partners, and support partners as required to ensure contractual obligations are fulfilled. Flag potential delays, compliance issues or other grant-related risks to the CD in a timely manner. Proposal Development Support the development of concept notes, proposals and other funding submissions, in coordination with relevant programme teams and MAG HQ. Coordinate the collection of information required for proposal development, including programme, operational and financial inputs. Contribute when required by CD to donor meetings, visits and briefings, including the preparation of relevant programme information and materials. Programme Monitoring & Information Management Develop and maintain systems and tools for recording and monitoring programme activities, outputs, results and indicators. Coordinate the regular collection and consolidation of programme data, ensuring information is complete, accurate and up to date. Monitor progress against project indicators and targets and highlight gaps or areas requiring follow-up. Support the analysis of programme data and results to inform project management, donor reporting and programme decision-making. Establish appropriate internal reporting formats and ensure effective information flows between field teams, the country office and MAG HQ. Programme Communications & Visibility Support the development and implementation of communications and visibility activities for the Senegal programme. Develop high-quality communication materials, including case studies, success stories, programme brief, brochures, presentations and other donor-facing materials. Collect and develop programme content, including stories, photographs, key results and operational updates, in coordination with programme and field teams. Use tools such as Canva to produce professional and visually engaging communication and visibility materials. Ensure that communication materials are consistent with MAG’s corporate identity, messaging and communication guidelines, in coordination with MAG HQ Communications. Support donor visibility requirements across projects and ensure that relevant visibility commitments are appropriately implemented. Maintain an organised library of programme communication materials, including photographs, case studies and key programme information. Support and train programme staff on MAG’s communications and visibility guidelines, including the appropriate collection and use of photographs, beneficiary stories and informed consent. Assist in the planning and hosting of programme visits by MAG staff, donors and partner agencies. We’re looking for someone with: Essential Experience Significant experience working in development and humanitarian program related field operations or field activities in developing countries Experience of developing and supporting projects. Essential Skills and Knowledge Experience working in humanitarian or development programmes. Experience in grant/project management, including donor reporting and monitoring of project results and indicators. Experience supporting the development of proposals. Experience developing communication and visibility materials for programmes, including case studies, programme briefs, brochures and donor-facing materials. Experience using tools such as Canva to produce professional communication products. Strong written communication skills, with the ability to turn programme information and results into clear and engaging content. Good eye for visual presentation and attention to detail. Fluent in English and French. Desirable Knowledge of relevant institutional donors with an understanding of their needs and requirements. Understanding of legal issues in relation to contracts and charity and company law. Job Purpose The British Red Cross CVA Adviser will provide strategic, technical, and operational support on Cash and Voucher Assistance (CVA) to National Societies in Mauritania, Burkina Faso, Chad, and Nigeria, strengthening their capacity to design, implement, and scale quality CVA programmes. The role will support the BRC Africa team in operationalising the new International Strategy 2025-2030, ensuring CVA is effectively integrated into bilaterally and multilaterally supported programmes. The 4 national societies have been delivering CVA for several years now, and CVA is a tool they use commonly, and a CVAP evaluation has been recently done in Sahel. This position will be supporting CVA operations and CVAP initiatives in those countries following up on the recommendations coming from that exercise in the case of Burkina Faso, Chad and Mauritania. Under the line management of the Regional Programme Manager and working closely with the BRC Sahel Representative, UKO colleagues, Cash Hub, and other BRC and Movement CVA resources, the CVA Adviser will contribute to resource mobilisation, proposal development, reporting, and learning initiatives. The role will also facilitate knowledge sharing, peer-to-peer coaching, and capacity building for National Societies, while maintaining strong partnerships and coordination with Red Cross and Red Crescent Movement partners across the region and beyond. Job Duties and Responsibilities Strategic & Technical Support Support on advocacy on the use of CVA Provide technical expertise along the Cash preparedness (CVAP) cycle, following CVAP guidelines, and including organisational self-assessment, approach, methodology, and activities. Digitalisation will be a key aspect of the CVAP plans, with due consideration given to data protection and the responsible use and management of data systems. Support National Societies (HNS) in the implementation of CVA responses delivery process (design, implementing, monitoring and evaluation). Support the NS in assessment, selection and contracting of FSP, including the review and development of framework agreements and contracts. Mentor and coach HNS staff on CVA, providing ongoing support to strengthen and consolidate technical capacity. Act as BRC focal person for cash in emergencies across the region providing technical support to all HNS and BRC relevant staff. The CVA Advisor might be deployed within WCA region if agreed and needed in case of emergencies’ situations require so and previous discussion and approval of his/her line manager. Programme Implementation & Monitoring Participate in regular meetings and field visits with partners to track and support the implementation of the cash preparedness component or CVA activities. Collaborate with the Programme Officer to compile data for quarterly reporting and draft donor reports related to cash activities. Support HNS in developing tools for monitoring cash indicators. Review cash-related sections in programme reports to ensure quality and accuracy. Provide inputs to the Programme Manager and HNS when outlining budgets for cash activities. Advocate for and seek to ensure community engagement and accountability good practice across supported CVA programmes/activities, building on local capacity and emphasising dignity in humanitarian action, and alignment with Core Humanitarian Standards and BRC’s Safeguarding policy and approach Advise the Programme Manager on specific risks related to cash activities. Maintain a high degree of coordination with the rest of advisors and team members Coordination, Partnerships, & Representation Identify potential partners and synergies to strengthen the implementation of CVA interventions of HNS and the cash preparedness component of the programme. Engage and collaborate closely with key Movement CVA resources and coordination platforms to ensure cooperation, cross-learning and mutually supportive CVA activities in the region – Movement’s African French speaking CVA Community of Practice (CoP) Participate actively in regional Cash Working Group meetings. Liaise technically with the Cash Hub to ensure coherence and consistency across BRC to the Movements standards and common approach. Also coordinate with the BRC’s Global Emergencies, Surge and Technical Advisory teams as required Resource Mobilisation & Communications Provide technical inputs for proposals and fundraising activities related to CVA. Support the development of communication materials highlighting cash programme achievements, lessons learned, and impact. Support HNS with their communications and advocacy capacity in CVA, and their participation in cash working groups and other coordination forums as necessary. Capacity Building & Learning Facilitate knowledge sharing, peer-to-peer exchange, and access to key CVA guidance and tools among National Societies. Support testing of tools, simulations, and pilots with National Societies to promote learning and continuous improvement. Facilitate peer-to-peer learning and coaching on sectoral uses of cash assistance. Contribute to capacity-strengthening initiatives that enable National Societies to operationalise CVA effectively in emergency and development contexts. Contribute to the development of learning materials and guidance documents to support continuous learning. Lead internal reviews and evaluations specific to the cash component and support broader programme-level reviews. Education Post-graduate vocational or technical qualification, or equivalent professional experience, within a specialist technical or professional field relevant to response or recovery programming, including CVA Strong technical/professional knowledge within the area of CVA Experience Experience of disaster response project cycle management covering all stages: assessment, analysis, design and planning, monitoring, evaluation, and impact Experience of designing and implementing CVA in an international response, recovery, and/or development context Experience of working with local partners and building their capacity in CVA Experience of implementing CVAP activities and/or of providing capacity building support Experience of working with RCRCM actors and experience in the region Demonstrable experience working with institutional and high-profile donors Experience with funding proposal development Knowledge, Skills and Languages Demonstrable knowledge of the role and function of associated technical specialist and advisory support services in delivering humanitarian assistance and building resilience Capacity for influencing decision-makers High-level communication, influencing, and negotiation skills Understanding of PGI, safeguarding, and CEA minimum requirements Good mentoring and capacity development skills Understanding of a matrix approach to leadership and management Ability to travel within the region Demonstrated core proficiency in (a) digital communication & collaboration, (b) basic digital content creation, (c) digital safety & security, (d) data literacy, and (e) problem solving with technology (including responsible use of AI assistants.
