The role

You will prepare management accounts, develop project budgets and forecasts, monitor costs and funding requirements, and explain financial performance. Working closely with project managers and operational teams, you will identify emerging financial risks and recommend actions that support cost control and informed resource allocation.

Key responsibilities

  • Prepare monthly management accounts, financial statements and management reports, supported by accurate records and reconciliations.
  • Support month-end and year-end close processes and adherence to accounting policies, applicable standards and internal controls.
  • Develop and monitor project, departmental and proposal budgets, cost plans and financial forecasts.
  • Analyse actual results against budgets, forecasts and prior periods. Explain material variances and recommend corrective actions.
  • Track project expenditure, commitments, accruals and outstanding obligations. Prepare cash-flow forecasts and identify funding gaps or projected overruns.
  • Assess the financial implications of project scope changes, delays, procurement decisions and resource requirements.
  • Build financial models, business cases and scenario analyses to support project and management decisions.
  • Produce clear financial reports and dashboards, contribute to project review meetings and track agreed financial actions.
  • Conduct post-project financial reviews to assess budget performance, cost efficiency and lessons for future planning.

What you will bring

  • A bachelor's degree in accounting, Finance, Commerce, Economics or a related field.
  • A professional accounting qualification such as CPA, ACCA, CIMA or an equivalent qualification.
  • At least five years of relevant experience in management accounting, financial analysis and/or project finance.
  • Hands-on experience in project budgeting, forecasting, cost monitoring and financial reporting.
  • Strong knowledge of accounting principles, financial controls, budgeting and management reporting.
  • Advanced Microsoft Excel skills and practical experience with accounting or ERP systems.
  • The ability to interpret financial information, explain findings clearly to non-financial colleagues and recommend practical solutions.
  • Strong attention to detail, organisation, integrity and confidentiality, with the ability to meet reporting deadlines and work across teams.

Additional advantages

Working knowledge of QuickBooks Online is an added advantage. Experience with financial modelling, data analysis and reporting tools is valuable, and Power BI experience is preferred.

Under the overall supervision of the Deputy Regional Director-Management and direct supervision of the Regional Financial Comptroller, and in close coordination with the Senior Programme Manager – Immigration and Border Governance (IBG), the Department of Financial and Administrative Management (DFAM) at Headquarters (HQ), the Global Shared Services Centre (GSSC) in Manila, the Finance Officer will be responsible and accountable for supporting and coordinating the budgetary and financial functions of the UK Home Office funded Regional Counter-Smuggling Programme (RCSP) in Somalia, Kenya, Ethiopia and the Regional Office in Nairobi, Kenya. Responsibilities and Accountabilities Provide support to the Regional Financial Comptroller in monitoring the financial management for the UK HO-funded Regional Counter-Smuggling Programme, including the oversight of financial expenditure and accountability. Undertake preliminary financial analysis, in close coordination with implementation Missions, for the programme, monitor budget control processes, and follow up on the implementation of effective internal controls and the design and functioning of the financial resources management system. Provide technical support to the Programme’s Project Managers in implementing missions in the region, as well as the regional Programme Coordinator in the RO, throughout the project cycle to enable compliance with IOM’s policies and procedures and any donor-specific requirements. Inspect the Payroll versus the programme budget by ensuring that salaries are correctly allocated to the respective project consistently with IOM's projectization criteria and budget allocations both in RO and implementing missions. Prepare quarterly, progress, and ad hoc interim financial reports for the Programme, as well as annual and final financial reports, in line with IOM policies and procedures and donor requirements. Coordinate timely review and endorsement of the reports and their subsequent submission to the donor. Liaise with relevant Units at HQ, Administrative Centres and the Regional Office regarding accounting, financial and administrative activities of the implementing missions; provide technical inputs for reports on the financial situation of the implementing missions. Support the RMO/SRMO in implementing missions under the programme in coordinating the CO's administrative management functions, including recruitment, personnel administration, and other related activities, for the programme in accordance with IOM’s policies and procedures. Assist the Regional Project Coordinator in forecasting cash flows according to the activities in the implementing missions; verify that programme funding is received in accordance with donor agreements. Make recommendations on procedural improvements and contribute to the training of staff working on the programme in the areas of accounting, finance, and compliance with financial procedures. Provide support to the Regional Financial Comptroller in facilitating the financial audit of the programme/project in accordance with the donor agreements.
