Key Duties & Responsibilities
Develop, implement, and review supply chain management policies, systems, regulations, procedures, strategies, and programmes.
Coordinate development and implementation of procurement plans and budgets, including expected outcomes.
Coordinate sourcing of suppliers through requests for quotations.
Ensure timely delivery of goods, services, and works; conduct market research and surveys.
Approve stores requisitions for issuance.
Coordinate preparation of purchase orders, obtain authorized signatures, and forward procurement documents to Finance Manager for payment processing.
Prepare quarterly reports for submission to the National Treasury and Public Procurement Regulatory Authority (PPRA).
Coordinate development of detailed tender specifications and performance standards to facilitate procurement of capital equipment, goods, and services in compliance with government procedures and regulations.
Coordinate procurement of goods, works, and services while ensuring compliance with the Public Procurement and Asset Disposal Act, 2015, regulations, circulars, and internationally recognized procurement procedures.
Coordinate costeffective disposal of obsolete machinery, equipment, furniture, and other salvage goods in accordance with government policies and procedures.
Review progress and annual reports of the procurement function.
Develop terms of contracts and tenders for procurement of equipment, materials, and services.
Assess and evaluate capability and performance of suppliers of goods, works, and services.Person SpecificationFor appointment to this (adsbygoogle=window.adsbygoogle||[]).push({});grade, an officer must have:

Nine (9) years’ cumulative service experience in the relevant field, three (3) of which must be at Senior Supply Chain Management Officer grade or equivalent position.
Bachelor’s degree in Supply Chain Management, Procurement and Logistics, Commerce, Business Administration, Economics, or equivalent qualification from a recognized institution.
Certified Procurement and Supply Professional of Kenya (CPSPK) or equivalent qualification from a recognized institution.
Membership of the Kenya Institute of Supplies Management (KISM) or equivalent professional body in good standing.
Valid practicing license.
Management course lasting not less than four (4) weeks from a recognized institution.
