Responsibilities
Provide strategic oversight of all programmes, including WASH, Nutrition, Child Protection, and emerging sectors
Lead programme planning, design, and implementation in line with IsraAID’s global strategy and country priorities
Ensure activities are delivered on time, within budget, and in compliance with donor requirements
Oversee programme quality through field visits, reviews, technical support, and systematic use of monitoring data and community feedback
Lead development of project work plans, monitoring frameworks, and programme reports
Ensure timely and accurate reporting to Country Director, Country Management Team, and HQ
Work with MEAL Officer to strengthen monitoring, evaluation, accountability, and learning systemsStaff Supervision & Team Management
Directly supervise senior programmatic officers (WASH Officer, Area Project Officers, Senior Nutrition Officer)
Provide performance feedback, coaching, and development support
Coordinate programme team meetings and communication across field locations
Support recruitment processes for programme positions
Foster a collaborative and accountable team cultureDonor Relations & Reporting
Lead preparation of highquality donor narrative reports
Maintain relationships with donor focal points and support donor visits
Represent IsraAID Uganda in programme coordination forums and partner meetings
Contribute to proposal development, donor engagement, and resource mobilizationPartnerships & Stakeholder Engagement
Build strong relationships with government, UN agencies, NGO partners, and community stakeholders
Represent IsraAID Uganda at national and districtlevel coordination meetings
Support capacity building of partner CommunityBased Organisations (CBOs)Planning, Budgeting & Compliance
Lead programme strategy development and contribute to Country Strategic Plan
Monitor budget utilization with Senior Finance Officer and flag variances
Ensure compliance with IsraAID policies, donor requirements, and national regulationsRisk Monitoring
Identify, monitor, and mitigate programmatic, operational, and contextual risks
Maintain programme risk register and report status to Country Director
Integrate risk monitoring (adsbygoogle=window.adsbygoogle||[]).push({});into MEAL systems
Flag emerging risks related to security, access, partner performance, or complianceQualifications
Qualifications
Bachelor’s degree in Development Studies, Social Sciences, International Relations, Social Work, Public Health, or related discipline (required)
Master’s degree in relevant field (preferred)
Additional training in project management, MEAL, or humanitarian programming (advantageous)Experience
Experience
Minimum 6 years’ progressive experience in humanitarian or development programming
At least 3 years in senior management or programme leadership
Experience managing multisectoral programmes across multiple field locations
Proven experience in refugee, displacement, or humanitarianresponse settings (Ugandan refugee context advantageous)
Track record of programme design, implementation, and quality assurance
Experience with donorfunded grants management and compliance
Experience leading proposal development and resource mobilisation
Demonstrated staff supervision and team leadership experience
Experience in external representation and networking with government, UN agencies, donors, and coordination forumsSkills
