JOB PURPOSE

The HR Officer supports the full employee life cycle at FINDEF (recruitment, onboarding, personnel records, payroll inputs, performance management, and staff welfare) ensuring full compliance with FINDEF policies, donor requirements, and Nigerian labour law. The role is central to maintaining complete, personnel files and timely, accurate HR processes across the organisation's offices.

KEY RESPONSIBILITIES

  • Coordinate end-to-end recruitment with the target of filling approved positions within four weeks.
  • Deliver induction for all new staff within five working days of resumption, including policy briefings and sign-off of the Code of Conduct, conflict-of-interest, confidentiality, and related agreements.
  • Open and maintain complete personnel files (contracts, JDs, credentials, reference checks, signed policy acknowledgements) for 100% of staff.
  • Prepare accurate monthly payroll inputs for salary payment, ensure statutory deductions and remittances, and ensure all timesheets are submitted and approved.
  • Coordinate probation reviews and mid-term, annual, and end-of-project appraisals for all staff, ensuring documented completion and filing.
  • Organise staff training sessions, including PSEAH, safeguarding, and performance management, and support a workplace culture consistent with FINDEF's zero-tolerance approach to sexual exploitation, abuse, and harassment.
  • Ensure HR practices comply with the FINDEF HR Policy Manual, donor requirements, and Nigerian labour laws; track leave, contracts, and renewals; and prepare periodic HR reports for the HR Manager.
  • Support grievance handling, disciplinary processes, and staff welfare initiatives with professionalism, confidentiality, and impartiality.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's degree in Human Resource Management, Business Administration, Social Sciences, or a related field.
  • Minimum of three (3) years' progressive HR experience, preferably with an NGO or in the humanitarian/development sector.
  • Sound knowledge of Nigerian labour law and statutory obligations (PAYE, Contributory Pension Scheme).
  • Demonstrated experience with recruitment, payroll preparation, and personnel records management; HRIS experience is an advantage.
  • Professional certification or membership (e.g. CIPM) is an added advantage.
  • Strong proficiency in Microsoft Word and Excel; excellent written and spoken English; working knowledge of Hausa is an advantage.
