About Living Goods

Living Goods is a government performance partner that helps countries build affordable, intelligent, high-impact community health systems. We work alongside ministries in Burkina Faso, Kenya and Uganda to design, embed and strengthen the operating foundations that make care delivery reliable, measurable and continuously improving, and we treat cost as a design parameter so governments can maximize health impact within real budgets.

Founded in Uganda in 2007, our community health model is backed by a randomized controlled trial showing a 27 per cent reduction in under-five mortality, and we deliver life-saving care for about $2 per person served per year.

About The Role

The Head of Product owns the product strategy and roadmap for everything Living Goods builds digitally, working to the Chief Technology and Product Officer, who holds ultimate accountability for the digital portfolio. The Head is the senior leader responsible for building product management as a discipline and for the organisation’s ability to apply AI well into technology products. The role also works closely with the Innovations Team to identify opportunities, co-develop innovative solutions, translate emerging ideas and technologies into product opportunities, and ensure that innovation initiatives are aligned with the overall product strategy and roadmap.

Living Goods has run a digital portfolio without an established product management function, so the post-holder builds that function and the culture around it from the ground up. The role is hands-on: writing, reviewing and coaching product work directly, sitting with community health workers and supervisors in the field, and deciding on evidence whether to continue, adapt or stop

Reporting Scope

The role reports to the Chief Technology and Product Officer, who holds ultimate accountability for the digital portfolio, and works as a peer to the Director, Software Engineering and collaborate with the Head of Innovations. The role line manages the Product team, and directs the applied AI capability. It is responsible for product management practice, discovery and evidence, applied AI capability, and product analytics with Performance, Evidence and Insights, and owns the product strategy, the roadmap and the AI features sequenced on it, within the technology direction and standards the Chief Technology and Product Officer sets. Technology strategy, architecture, the data platform and engineering standards sit with the Chief Technology and Product Officer and the Director, Software Engineering.

Key ResponsibilitiesProduct Strategy, Roadmap and Evidence35% of time

  • Set and own the product strategy in line with our Program and Innovation strategy: what the products are for, who they serve, what they should do three years from now, and where AI earns its place.
  • Own a single roadmap across the active software build lines, with AI features sequenced on it alongside everything else, and decide how it is ordered.
  • Define the objectives and key results for the product function and for each product, and review performance against them.
  • Lead discovery with community health workers, supervisors, programme staff and government partners, and bring evidence to decisions honestly, including recommendations to stop.
  • Design for real constraints and for government ownership: intermittent connectivity, low-end devices, variable literacy, and a recurring cost a ministry can carry.

AI Capability and Practice30% of time

  • Lead the transformation to a truly AI-native engineering organisation, set the strategy and roadmap to move the department up its AI-maturity curve. This is a multi-stage journey and we are still early; part of the job is bringing the whole team up, including those who haven't yet reached today's baseline, and then getting to the next level and the one after.
  • Lead from the front - stay genuinely hands-on. Pair with engineers and set the standard for AI-assisted development: agentic workflows, skills, memory, and the day-to-day craft. You are the head of engineering people look up to, not a project manager.
  • Turn functions into leverage — reshape roles like QA and product design away from per-team, per-task work toward “factory” capabilities: building the agents and systems that test and design at scale. Build the machine that tests the products, don't test them by hand.
  • Manage the human side of the change — take engineers through a fundamental shift in how they work, address the real fears that come with it, and turn the transition into something the team is energised by.
  • Deliver — ship against programme and product commitments with a lean, high-leverage team, and keep quality high as more of the work moves through an agentic toolchain.

Building Product Culture15% of time

  • Define what good product management looks like at Living Goods and make it visible: problem statements, outcome measures, written decisions and honest post-release review.
  • Establish the operating rhythm of the function, covering intake, refinement, release planning and outcome review.
  • Shift the default question from what should we build to what problem are we solving and how will we know it worked.
  • Accelerate experimentation and hypothesis-based learning: frame work as testable hypotheses, design the cheapest test that could disprove one, and treat a disproved hypothesis as a good outcome.
  • Make the case for product management across programmes, engineering and country teams, and make it safe to stop things on evidence.

Coaching and Capability Development10% of time

  • Line manage, coach and develop the product management team, with clear expectations and regular, specific feedback.
  • Build a structured development path for the team, covering core product skills: user research, written communication, stakeholder management and commercial judgement.
  • Support colleagues moving into product from other disciplines with proper onboarding and a real transition plan, not just a change of title.
  • Recruit consistently against a clear bar, and build succession so the function doesn't depend on any one person.

Stakeholder and Partner Engagement10% of time

  • Input accurate technical content for donor proposals and reports.

The Person We are Looking For

We are looking for a product leader who has built a product function from nothing, who coaches by instinct, and who has real AI depth. The role suits someone who measures success by what the team can do without them, who is comfortable running discovery in a village and arguing a model choice with engineers, and who is honest about limitations, because overclaiming is fatal with an evidence-literate audience.

Essential

What the Role Requires

  • 10 or more years in product management, including 3 or more years leading, coaching and developing product managers.
  • Experience establishing product management where it did not previously exist, including the work of persuading colleagues to adopt it.
  • AI features shipped into production, covering evaluation, quality control and human oversight, not proof of concept work alone.
  • Judgement in choosing between models and providers on capability, latency, offline behaviour, data residency, cost and exit options.
  • Ownership of several products at different lifecycle stages, with evidence of having stopped or changed direction on the basis of data.
  • Strong discovery practice with users in low-connectivity, low-literacy or resource-constrained settings.
  • Excellent written communication. The post-holder must make the case for product management in writing to sceptical audiences, so this is near-disqualifying if weak.

Desirable

  • Experience in digital health, community health systems or international development.
  • Experience of building for or handing over to government systems.
  • Experience of open-source health platforms such as CHT, OpenSRP or CommCare.

Leadership Competencies

Impact First. Uses digital products to improve health outcomes and system performance, not as an end in themselves.

Product Judgement. Decides what to build, what to stop and what to leave alone, and can explain the reasoning to engineers, programme staff and donors alike.

Evidence Over Enthusiasm. Tests claims before making them, and is precise about what has been proven and at what scale.

AI Fluency. Applies AI to real health system problems with a clear grasp of capability, cost, risk and the limits of current models.

Builds Capability in Others. Coaches rather than corrects, and leaves colleagues more capable than they were.

How To Apply

Process

Applications will be considered on a rolling basis until the position is closed. Early applications are strongly encouraged.

Compensation

A competitive salary and benefits package commensurate with experience including health insurance and bonus opportunity. The opportunity to be your best while making lives better for those in need.

Chief Technology And Product Officer

Living Goods

Nairobi, kenya

full-time

About the Role The Chief Technology and Product Officer (CTPO) provide the technology, product and AI leadership that makes Living Goods a global benchmark for digitally enabled and intelligent community health systems. The role holds technology and product strategy as a single accountability. Working in close partnership with Governments and with the Program team, the CTPO turns priorities into digital products and platforms that can work at scale and within Government systems and into strategic engagement with Governments and technology partners. The role spans two areas. The first is product and technology delivery: deciding how solutions are designed, built, secured and run, and making sure they generate the data needed to show their impact. The second is government partnership: working with ministries of health and national digital health authorities to strengthen their community health information systems, align Living Goods' work with national digital health strategies and standards, and build the government capacity needed for solutions to be owned and sustained within public systems over the long term. Because much of this work runs on government-owned systems and third-party or open-source platforms, a significant part of the role is influencing technology decisions made by others, alongside direct ownership of Living Goods' own products. Reporting Scope The CTPO reports to the Chief Executive Officer and serves as a member of the Global Executive Team, with direct oversight of the Director, Software Engineering; the Head of Products and AI; and Director, Digital Health and Government Partnerships. The role is accountable for technology strategy and architecture, the digital product strategy and portfolio governance, data and AI governance, engineering delivery and quality, technology investments, the scaling of digital health systems into government ownership, and technical government engagement, in alignment with Living Goods' delegation of authority framework. Key Responsibilities Technology and Product Strategy 30% of time Set and own a single technology and product strategy, aligned with Living Goods' organizational and country strategies. Prioritize the digital investment portfolio against health impact, cost-effectiveness and government adoption, and decide which work to start, continue or stop. Set the build, buy, partner or adopt policy and apply it to all significant technology decisions. Assess emerging technologies, including AI, and decide which to adopt. Track technical debt and lead a funded plan to reduce it. Manage technology budgets and cloud spend within restricted donor funding. Product Management and Delivery 20% of time Own the product roadmap across all software build lines. Oversee delivery governance, covering intake, prioritization, release readiness and post-release review. Oversee the product management function, including its standards and resourcing. Embed hypothesis-based testing, so that new ideas are tested at small scale before further investment. Ensure products generate the data needed to monitor use and demonstrate impact. Architecture, Engineering and Security 15% of time Set architecture and engineering standards for scalable, interoperable and reliable solutions that work offline on low-cost devices and on a national scale. Own platform strategy across country deployments, including upgrade paths, country variation and supplier exit options. Oversee engineering quality, delivery predictability, and operational performance. Oversee cybersecurity, secure development practice and technology risk management. Ensure business continuity, monitoring, and incident response for systems that support clinical decisions. Data, Analytics and AI 10% of time Define and lead the implementation of a responsible and safe AI strategy. Lead the organization-wide roll-out of the data platform, with information products tailored to each audience. Oversee data governance, quality, security, privacy, and access in line with national regulations. Integrate AI across the software development lifecycle and the function's ways of working. Government Partnership and Systems Strengthening 15% of time Work with ministries of health and national digital health authorities to strengthen community health information systems. Align Living Goods digital work with national digital health strategies, architectures and standards. Lead the transition of digital platforms into government systems and ownership, using implementation and cost models that governments can sustain. Build government technical capacity to own, operate and maintain digital solutions. Promote interoperability, open standards, and reuse of shared national systems. Influence technology decisions on government-owned, third-party and open-source platforms that Living Goods' work depends on. Partner and Donor Engagement 10% of time Build and manage strategic partnerships with donors and technology partners. Contribute to fundraising, including the technical content of proposals and concept notes. Represent Living Goods in national and global digital health policy and standards forums. Communicate technology and product work clearly and accurately to non-technical audiences. Leadership and Team Development Across Lead, coach and develop multidisciplinary teams across engineering, product, data and digital health, working across geographies. Collaborate across the organization to ensure technology and products are responsive to programs, fit for purpose and adopted. Build leadership capability and succession plans within the function. Promote a culture of evidence, accountability, and learning. The Person We Are Looking For We are looking for an exceptional technology and product leader who combines deep technical expertise with a passion for public impact, and who understands that technology is only valuable when it improves outcomes, strengthens systems and enables sustainable scale. The successful candidate will be equally comfortable holding a product review, arguing an architecture decision with engineers, shaping digital health strategy with ministers of health, and helping donors understand what technology-enabled community health can and cannot yet do. What the Role Requires Essential 15 or more years of progressive technology and product leadership experience, including substantial experience of large-scale digital transformation. 8 or more years in senior leadership roles spanning engineering, product, data and technology organizations. Deep technical expertise across software engineering, data architecture, cloud infrastructure and systems integration, enough to set technical standards and challenge design decisions directly. A proven track record of building or turning round a product management function, including hiring and developing product managers and setting standards for their work. Accountability for AI-enabled products in live use at organizational scale, beyond pilots, including managing and fixing failures. Experience designing and applying AI strategy and governance in a high-stakes field such as health, including risk classification, human oversight and escalation, and decisions not to deploy. Experience of leading teams of 15 or more across multiple countries, A strong understanding of Africa's digital ecosystem and health system landscape. Experience engaging governments, donors and global partners on technology strategy and digital transformation. Desirable A dual background spanning technology and health. Master's degree in a relevant field. Equivalent senior-level experience will be considered. Private sector experience.
