Service Purpose

  • The Head of Emergency & Clinic Superintendent is responsible for ensuring the continuous availability and quality of emergency medical services and clinic operations in the Lagos District.
  • The role supports the Expatriate Doctor in managing medical emergencies 24/7 in line with international standards and ensures the effective management of medical services, equipment, supplies, and emergency response operations.

Key Objectives

  • Support the Expatriate Doctor in the management of medical emergencies 24/7 in accordance with international standards.
  • Maintain a high quality of medical care and ensure the availability and proper functioning of medical equipment at the Lagos Clinic.
  • Sustain the quality and efficiency of medical services and clinic operations.
  • Manage the medical supply chain in coordination with the Pharmacist and Medical Administration Manager.
  • Ensure effective emergency preparedness and response across the Lagos District.

Key Responsibilities

Emergency Care:

ScheduleUrgent Care

  • Conduct initial assessment of patients presenting with critical conditions pending the arrival of the attending doctor.
  • Perform primary surveys to identify life-threatening conditions.
  • Provide patient resuscitation and stabilization, including CPR and defibrillation.
  • Monitor patients using appropriate multiparametric monitoring equipment.
  • Perform specialized procedures in accordance with medical prescriptions, including:
  • Rapid sequence induction.
  • Endotracheal intubation and alternative airway management procedures.
  • Mechanical ventilation.
  • Sedation and advanced pain management.
  • Conduct medical evacuation and medical rescue procedures.
  • Coordinate emergency response during multiple-casualty incidents.
  • Conduct triage and prioritize medical evacuation to external hospitals.
  • Coordinate emergency response activities in TUCN Lagos.
  • Support the offshore medical team during emergency situations.
  • Ensure 24/7 first-line emergency response availability across the DW District.

Medical Operations & Patient Management:

  • Assist the Senior Medical Officer (SMO) and Heads of Nursing with patient care management.
  • Coordinate and manage medical evacuations and medical transfers under the authority of the SMO.
  • Coordinate patient evacuation, transfer and transportation between company sites, clinics, retainer clinics and medical facilities in Lagos.
  • Coordinate medical services with the Heads of OPD, IPD and relevant nursing personnel.
  • Interface with hospitals and medical facilities abroad when required.
  • Interface with the expatriate community regarding medical requirements and services.
  • Coordinate medical activities across different medical departments.

Medical Supply Chain & Procurement:

  • Prepare annual purchase requisitions (PRs) for medical consumables and injectable medications.
  • Follow up on the PR and purchase order (PO) process through to delivery.
  • Prepare annual PRs for medical equipment and investment requirements.
  • Monitor procurement processes to ensure timely delivery of medical supplies and equipment.
  • Manage emergency drugs and medical equipment.
  • Coordinate international medical purchases.
  • Maintain accurate records of procurement activities using designated templates.
  • Monitor medical inventory and ensure adequate stock levels.

Inventory & Financial Administration:

  • Conduct weekly inventory checks of injectable medications and medical consumables.
  • Conduct monthly and weekly checks of emergency equipment.
  • Monitor and manage medical stock levels.
  • Manage expatriate consultation and hospitalization accounting and invoicing.
  • Manage the DW medical imprest account.
  • Maintain accurate records of medical financial and operational activities.
  • Provide the SMO with monthly activity reports and annual statistics covering:
  • Medical activities.
  • Referrals.
  • Medical evacuations.
  • Medical rescues.
  • Significant medical events.
  • Maintain up-to-date medical activity records.

Medical Equipment & Facilities Maintenance:

  • Follow up on the maintenance of all medical equipment and provide maintenance reports.
  • Monitor and report on the medical gases network.
  • Ensure ambulances are properly maintained and available for emergency response.
  • Supervise ambulance utilization and ambulance drivers.
  • Ensure emergency equipment remains operational and fit for purpose.

Prevention & Health Promotion:

  • Conduct medical induction for expatriates and returning expatriates.
  • Check the validity of AMC requirements and maintain records of fitness certificates.
  • Promote awareness of hygiene and prevention of infectious diseases, including malaria.
  • Support initiatives aimed at protecting employee health and wellbeing.

Training & Continuous Medical Education:

  • Organize and participate in emergency response drills involving all relevant emergency response team members in Lagos.
  • Organize debriefing sessions following each emergency drill.
  • Ensure a high level of emergency medical response capability through continuous training and professional development.
  • Organize and coordinate continuous medical education (CME) programmes for medical personnel at the Lagos Clinic.
  • Ensure medical personnel maintain the required technical and emergency-care competencies.

Team & Service Management:

  • Optimize the Lagos District medical team and assets to achieve maximum operational efficiency.
  • Coordinate the Medical Emergency Response Team.
  • Support the SMO and other medical department heads in delivering effective medical services.
  • Ensure medical personnel are appropriately trained and competent.
  • Promote continuous improvement in emergency response and clinical operations.

  • Familiarize themselves with TEPNG emergency procedures and assigned emergency responsibilities.
  • Carry out all responsibilities safely and in accordance with applicable HSE requirements.
  • Promptly report incidents, unsafe acts, unsafe conditions or unsafe operations.
  • Ensure all personnel under their supervision are adequately trained and aware of their HSE responsibilities.
  • Continuously monitor compliance with HSE requirements within the medical team and clinic environment.
  • Promote a strong safety culture and contribute to the achievement of HSE objectives.

Qualifications & Experience

Required Qualifications

  • Certified and registered Nurse Anesthetist.
  • Valid professional registration/licensure.
  • Valid BLS, ACLS and ITLS certifications.
  • Basic computer literacy and proficiency in Microsoft Office applications.

Required Experience:

  • Minimum of 15 years' experience in:
  • Anesthesia.
  • Emergency care.
  • Intensive Care Unit (ICU) operations.
  • Minimum 5 years' experience working in an expatriate/international environment.
  • Demonstrable expertise in difficult airway management.
  • Proven experience in emergency medical response and patient stabilization.
  • Experience in medical evacuation and emergency transfer coordination.
  • Experience managing medical equipment, emergency drugs and clinical supplies.
  • Experience leading or coordinating medical emergency response teams.
