Duties and responsibilities entail;
Receive applications, vet and recommend for approval of child welfare programmes proposed by charitable children's institutions in accordance with the Act;
Develop and review criteria for establishment of child welfare programmes;
Monitor adherence to set standards of Charitable Children's Institutions and child welfare programmes for compliance;
Prepare and submit monitoring reports of Charitable Children's Institutions and child welfare programmes to the Council;
Establish, maintain and update a database of children in Kenya;
Establish panels of persons from whom guardians ad litem appointed by the court in matters relating to children including adoption regulated under the Act;
Maintain and update a register of guardians ad litem;
Accredit and license duly registered adoption and child protection agencies in order to facilitate domestic and inter-country adoptions;
Establish, update and maintain a database for domestic and inter-country adoptions;
Receive records and reports from Charitable Children Institutions, adoption societies, parents and guardians, authorised officers and other relevant persons on children available for adoption;
Establish, maintain and update a register of children free for adoption and prospective adoptive parents;
Certify and declare a child free for adoption;
Establish, maintain and update a database of adopted children in consultation with the Registrar;
Provide the platform for the Council in serving as the central authority for the purposes of the Hague Convention on Inter-Country Adoptions;
Collaborate with relevant state departments, state and non-state agencies to monitor and evaluate the efficiency and effectiveness of all social programmes established in the interests of children;&nb

Requirements for appointment
For appointment to this Grade, an officer must have: -
At least Fifteen (15) years' relevant work experience, three (3) of which must be in senior management;
Bachelor's degree in any of the following disciplines: - Social Sciences, Education; Sociology; Gender, Women and Development Studies; Gender and Development; Community Development; Counseling and Psychology; Sociology and Religious Studies; Sociology and Economics or its equivalent qualification from a recognized institution;
Master's degree in any of the following disciplines: - Guidance and Counseling; Sociology; Education, Counseling Psychology; Public Administration Policy; Gender Studies and Development; Criminology and Criminal Justice; Criminology and Security Management; Community Development; Development Studies; Project Management or any other related field from a recognized institution; Development; Counseling Psychology or its equivalent qualification from a recognized institution;
Leadership course lasting not less than four (4) weeks;
Membership to a relevant professional body where applicable;
