Job Summary

  • Our client is seeking a Commercial Operations Manager to provide strategic leadership of its Commercial function, optimizing value and cost, ensuring contractual and regulatory compliance, and supporting sustainable business growth.
  • This role involves end-to-end commercial leadership across oil & gas and infrastructure projects, contract and claim management, and cross-functional stakeholder engagement. The successful candidate will safeguard organizational profitability while driving commercial excellence.

Key Roles & Responsibilities

Cost and Commercial Leadership:

  • Provide end-to-end commercial leadership across oil & gas and Infra projects, including marginal field development, brownfield modifications, and EPC/EPCM scopes.
  • Identify new commercial opportunities, develop business cases, and secure approvals for intercompany billing.
  • Advise management on commercial strategy & modelling to maximise value and manage delivery risk
  • Drive lifecycle costing and value engineering initiatives to optimise design, execution strategy
  • Establish and maintain strategic cost planning frameworks aligned with PE Energy's capital allocation, cashflow priorities, and investment approval processes

Contract and Claim Management:

  • Lead change management processes, including evaluation, negotiation, approval, and formalisation of variations and compensation events.
  • Support dispute resolution processes, including mediation, adjudication, and arbitration, with robust commercial and contractual input
  • Perform detailed quantum analysis, including entitlement assessment, cost build-ups, and impact evaluation for claims and variations
  • Administer EPC, EPCM, consultancy, and service contracts under FIDIC and bespoke PE Energy/industry specific contract forms

Stakeholder & Cross-Functional Leadership:

  • Integral part of commercial team interfacing to customers, leading negotiations on pricing, KPIs, service credits, penalties/bonuses, and contract amendments.
  • Collaborate closely with EPIIM team to optimize availability, lifecycle cost, and project profitability

Inter Company Billing:

  • Assist in developing a framework for inter-company billing
  • Ensure accuracy, transparency, allocations & reconciliations
  • Liaising with internal stakeholders to ensure end to end completion of inter billing cycle
  • Identify & Lead improvement initiatives.

Requirements

Required:

  • Bachelor's Degree in Engineering, Business Administration, Finance, or a related discipline.
  • 8-10 years' experience in commercial operations, bid management, or proposal development within industrial automation, energy, or engineering services.
  • Strong commercial and cost governance skills.
  • Proven ability in risk management and contingency planning.
  • Excellent contract strategy and administration capabilities.
  • Experience in claims management and dispute resolution.
  • Proficiency in procurement and commercial advisory.
  • Strong interpersonal, negotiation, and communication skills.

Preferred:

  • MBA or equivalent advanced degree.
  • Experience with inter-company billing and cost allocation.
  • Familiarity with FIDIC contract forms.

Managing bunker requirements for assigned vessels by identifying suitable bunker delivery ports and negotiating best prices to the owner's advantage. Ensuring compliance with company procedures, including bills of lading, letters of protest, and letters of indemnity, and liaising with all parties when necessary. Preparing, adjusting, reviewing, and issuing voyage-related invoices. Monitoring re-billable costs and ensuring timely rebilling to necessary parties while notifying the claims team. Assisting in the closure of any necessary commercial claims. Keeping the Voyage Management System up to date and reporting any shortcomings to the Operations Manager promptly. Maintaining thorough voyage records using accepted documentation methods, including SharePoint, software tools, and emails, under company guidelines.
