Job Description
The officer will be responsible for designing, implementing and overseeing wholesale financing programs, debt facilities, and strategic lending frameworks targeting financial intermediaries such as SACCOs, microfinance institutions and cooperatives. The role is responsible for driving national development agendas, promoting financial inclusion and ensuring risk-mitigated credit deployment to institutional borrowers in order to deliver the Corporation's mandate.
Duties and Responsibilities;
Formulating and ensuring implementation and review of wholesale financing operational policies, systems, processes and procedures;
Overseeing credit assessment of the participating financial institutions borrowing from KDC and ensuring that the credit assessment and scoring reports are approved by the Board and used to ensure optimal credit management decisions are made;
Overseeing detailed refinancing project appraisal, in accordance with existing company policies and procedures;
Initiating authorization for bad loan provisions, loan restructuring, and disbursements following security perfection within the existing Corporation's frameworks;
Developing and launching wholesale lending programs and revolving fund mechanisms for borrowers;
Identifying and managing a high-performing pipeline of institutional borrowers to meet annual disbursement targets;
Aligning all wholesale financing structures with national economic goals and regulatory mandates.
Leading rigorous institutional due diligence on intermediate borrowers' governance, operations, and capital adequacy.
Structuring complex debt facilities, collateral requirements and agreements to protect fund safety;
Presenting data-driven credit memoranda and risk assessments to the implementation committees for approval;
Identifying training needs for direct reports, mentoring and coaching staff;
Preparing management and Board reports periodically and as need arises;
Preparing departmental budgets and ensuring adequate budgetary controls;
Liaising with the Risk Management and Compliance department to continuously review facilities granted, to highlight changes in risk profile and undertake remedial or risk mitigation action if required;
Liaising with legal department and identified external agencies, to institute the necessary security perfection and refinanced loans recovery activities in cases of default;
Monitoring the financial health and covenant compliance of borrowing institutions;
Identifying early-warning signs of credit deterioration to implement timely risk mitigation strategies.
Person Specifications
Bachelor's degree in Finance, Economics, Commerce, Accounting, Business Administration, or equivalent qualification from a recognized institution;
Master's degree in Finance, Development Finance, Economics, Project Management or equivalent qualification from a recognized institution;
Professional Qualification in banking, finance, project management, investment banking or its equivalent from a recognized institution;
Membership to a relevant professional body e.g., Institute of Certified Accountants (ICPAK), Institute of Certified Financial Analysts (ICIFA), Institute of Bankers, or equivalent and in good standing; Credit certification or related fields.
Minimum of eight (8) years of progressive experience in corporate banking, development finance, institutional lending, or wholesale treasury operations;
At least three (3) years in a senior supervisory or management capacity overseeing credit programs, institutional portfolios, or DFI-funded programs;
Must have demonstrated ability to handle budgets, resources, processes, projects and relationships;
Demonstrated track record of successfully structuring debt facilities or wholesale lines of credit;
In-depth familiarity with the Kenyan financial sector, cooperative movement, microfinance landscape and public financial management regulations;
Must have knowledge in use of MS office packages, Power BI and digital tools i.e. Digital financial systems
