Assistant Director, Supply Chain Management At Kenya Institute Of Curriculum Development (kicd)

Duties and Responsibilities

• Lead the development, implementation and review of the Institute's supply chain management policies, strategies, plans, regulations, procedures, standards and guidelines in accordance with applicable laws and Government requirements.
• Coordinate institutional procurement and asset disposal planning, including identification and consolidation of user requirements, preparation of procurement and disposal plans, budgets and implementation schedules.
• Oversee the end-to-end procurement process, including requisitioning, sourcing, tendering, evaluation, negotiation, award and contracting, ensuring transparency, competitiveness, value for money and compliance with approved plans and procedures.
• Provide professional and technical advice on complex and strategically significant procurements, contract negotiations, professional opinions and other supply chain management matters.
• Oversee supplier and contract management, including supplier evaluation and performance monitoring, contract administration, updating of procurement and contract information in prescribed Government portals and institutional platforms, and addressing performance issues.
• Coordinate inspection, verification and acceptance of goods, works and services, and ensure completeness and compliance of supporting documentation for payment processing.
• Ensure compliance with applicable procurement legislation, quality standards, ethical requirements, internal controls and principles of transparency, accountability, fairness and value for money throughout the supply chain cycle.
• Oversee asset disposal and Board of Survey processes to ensure proper identification, verification, valuation, disposal and accountability of obsolete, surplus and unserviceable assets.
• Coordinate preparation of procurement-related Board and Committee papers, reports and responses to issues raised by the Board, Management, audit and regulatory bodies, and participate in relevant governance committee meetings.
• Monitor and evaluate supply chain performance, identify risks and compliance gaps, and implement measures to improve efficiency, accountability, risk management and service delivery.
• Provide leadership, supervision, mentorship and capacity building to supply chain management staff and promote professionalism, integrity and adherence to established standards.
• Perform any other duties and responsibilities as may be assigned by the Director, Corporate Services or Chief Executive Officer in furtherance of the Institute's mandate.

Requirement for Appointment

• Cumulative service period of twelve (12) years' relevant work experience, three (3) of which should have been at the level of Principal Supply Chain Management Officer KICD Grade 5 or comparable position;
• Master's Degree in any of the following disciplines: - Supply Chain Management, Logistics and Supply Chain Management, Procurement, Business Administration or relevant and equivalent qualification from a recognized Institution;
• Bachelor's Degree in any of the following disciplines: - Supply Chain Management and Logistics, Purchasing and Supplies Management, Procurement and Supplies Management, Procurement, Commerce (Supplies Management Option) Business Administration (Supplies Management option), Marketing or an equivalent qualification from a recognized Institution;
• Management course lasting not less than four (4) weeks from a recognized Institution;
• Leadership course lasting not less than four (4) weeks from a recognized Institution;
• Membership to the Kenya Institute of Supplies Management (KISM) or Chartered Institute of Purchasing and Supplies (CIPS);
• Demonstrated a high Degree of professional competence, managerial and administrative capability as reflected in work performance and results; and
• Proficiency in computer app lications.
